October 1, 1957 marks the advent of new scientific discipline called Cosmonautics (Astronautics)!

Cosmonautics leads the way in Cosmos global research thanks to the fact that it is accompanied by new know-how enabling to behold things that could not be observed before from the Earth planet. As a result from the sixties Cosmonautics became the main data bank for many sciences including one of the earliest - Astronomy. Cosmonautics advanced technology can boast of unique global research technique meant to study our Galaxy with the aid of satellite telescopes based at "Golitsyno-2" Institute.

Said know-how allowed for observing and recording all new events taking place in the outer space, rendering possible research maximum precision. On the basis of the obtained data the Cosmonautics Federation of Russia (Space Exploration federation) composed Catalog of previously unknown cosmic bodies.

There was set up special Cosmonautics Federation commission headed by hero of the Soviet Union, number 2 pilot-cosmonaut of the Earth, president of Cosmonautics Federation, general-colonel of Air Force, candidate of military sciences, academician of astronautics of K. E. Tsiolkovsky Cosmonautics Academy. This commission adopted resolution to name newly discovered cosmic bodies as opposed to former astronomic practice of labeling them with numbers. The resolution provided for working out a Catalog - Universe navigation chart destined for commercial purposes.

As of today only two organizations in the world boast of indispensable know-how to carry out Cosmic global research. They are National Aeronautics and Space Administration (NASA) and "Golitsyno-2" under USSR-Russia Ministry of Defense.

NASA goals are not aimed at starting any commercial catalog, so NASA-owned Hubble telescope is employed for mission-orientated space research works, the gained results exploited in NASA discretion. Besides Hubble telescope is operated in autonomous regime thus failing to monitor our Galaxy progress on constant duty. Whereas "Golitsyno-2" Institute for these purposes makes use of 7 satellite vehicles.

There are at least several dozens of ASTRO star catalogs in the world. At that some of them were made thousands years ago, e.g. catalog composed in the middle of the second century B.C. by Hipparch - old Greek astronomer. All those catalogs were worked out on the basis of the data received with the aid of conventional telescopes. The existing astronomic catalogs have one common feature, namely there are recorded only coordinates of the generally known extraterrestrial objects. (Generally known extraterrestrial objects represent those space objects that are known by the human race since the old days and they are not residing in any scientific institute or a scientist by the right of the discoverer). It's the same story with certain (several hundred) astro star catalogs spatial objects discovered by astronomical observatories/individual astronomers, for all those objects have been named by their discoverers, for instance minor planet registered under number 3901 was named "Nanjing University Star". Generally known extraterrestrial objects (identified before mentioned catalogs drafting) are numbered in all star catalogs by symbolic-digital notation, and in different catalogs the same object may be listed under diverse "names". Let's consider for example a galaxy in Andromeda constellation. In Messier catalog it's registered under number 31, in NGC catalog under number 224, in UGC catalog under number 454 etc.

All astronomical observatories and scientists-astronomers are united by IAU (International Astronomical Union). They being members of said organization are holding to the IAU traditions. The foregoing traditions affirm that generally known extraterrestrial objects cannot be named but given symbolic-digital notation. It follows that in case somebody alleges a right to profit by certain Star catalog or states that a Star catalogs may register star names, it automatically means the fact that you are being deceived by that person who is trying to proof alleged links with a scientific organization; though these scientific organizations led by IAU are denying high and low any contacts with respect to similar activities. Many scientific organizations possessing star catalogs provide special pages of their websites to report their attitude towards those organizations that act in self-interests by referring to the foregoing catalogs, thus taking advantage of the intellectual property. For instance owners of website http://zvezda.kiev.ua/ made it public that they refer to the catalog held by organization called "US Naval Observatory". Others purposely mislead their clientele by making reference to certain observatories, quoting corresponding names of said institutions. Say California Observatory, though such organization actually does not exist in reality as an independent scientific institution. Internet environment as of today presents many offers of other "organizations" claiming they are entitled to name stars. Some of them such as Moscow Planetarium http://www.planetarium.ru/ even insist that only they have a title to register stars naming procedures.

Another public figure of interstellar creativity is presented by www.spece-earth.narod.ru. This venture counterfeited us for several years; even their Internet address follows ours, but there is one distinction, i.e. their address "spece" (evidently from Latin specere) obviously means nothing but certain queer specimen but space. Presently we succeeded in closing down their site. All the same it's as likely as not that they may reappear anew.

It's a hard job to track down all nascent and evanescent Internet swindlers. Nevertheless we promise to do our best to expose them and inform general audience as far as possible.
